Founder & CEO
J. R. Staines (Randy) is the founder of TechServ and has served as the Chief Executive Officer from the company's beginning in 1992. In addition to his management responsibilities with TechServ, Mr. Staines provides assistance to clients on topics including training program development, training methods, training technology, remote site training, and use of virtual training techniques. His experience in labor relations and arbitration for the power generation, power transmission, and distribution and mining industries provide a base of knowledge to support a variety of client needs and requirements. Mr. Staines has operated within the regulated power industry and in cooperation with safety regulatory agencies such as MSHA, OSHA, and state public utility commissions. This experience prepares him to assist clients in compliance and safety programs. His participation on advisory boards of several technical colleges allows him to bring clients a broad view of employee knowledge and skill requirements, and to provide economically sound training.
Mr. Staines holds an Associate Degree in Electronic Technology from Tyler Junior College.x
COO & Principal
Randall C. Wisenbaker is Principal and Chief Operating Officer at TechServ. He has over 30 years of experience in electric power engineering, testing, and construction industry while holding several senior executive positions for a Fortune 500 company, including President of Dashiell Corporation, President of North Houston Pole Line, and Executive Vice President of Operations at Quanta Services.
Mr. Wisenbaker graduated from Texas A&M University with a Bachelor of Science degree in Construction Science. His career has included execution and management of several different functions all related to the electric utility including engineering, project management, testing, construction, safety and health, equipment asset management and merger and acquisitions.
His industry and leadership experience is instrumental in allowing TechServ to evaluate and create unique service solutions for our utility customers. Mr. Wisenbaker enjoys golf and is an instrument rated private pilot.x
VP of Operations
Brian McFarlin, TechServ’s Director of T&D Services has more than 33 years of experience in the electric utility industry and has performed work and led engagements in over 20 of the largest utilities in North America. His background includes power generation engineering and maintenance, transmission and distribution contractor management, as well as an extensive background in utility business operations and processes. His unique blend of experience and background allows him to understand the client’s issues and perspective and then working with the client, quickly develop solutions to support their objective. In his role of Director of T&D Services, Mr. McFarlin works with the TechServ management team to bring the best and most appropriate solution to the client.
Mr. McFarlin’s experience includes 23 years working for Oncor and its predecessor companies in progressive roles through its generation, customer service, transmission and distribution operations, and business operation organizations. Additionally, as a consulting practice executive, he led and managed a variety of consulting engagements with many large utility companies. Many of these engagements were to establish corporate strategy regarding outsourced contracting and work management strategies.
Mr. McFarlin holds a Bachelor of Science in Mechanical Engineering from Texas A&M University and he is a registered Professional Engineer in the state of Texas. He has been a frequent speaker at numerous industry conferences.x
Director of Utility Services
Mr. Kinsey brings with him over 38 years of experience in the electric utility industry. Mr. Kinsey held various roles in both Transmission and Distribution for Oncor Electric Delivery, one of the largest electric companies in Texas, including Protection Control Manager, Sr. Manager of Vegetation Management and all Distribution Construction Contractors. His latest role was Executive Vice President of Cobra Energy, managing the restoration of electric power in Puerto Rico.
Mr. Kinsey’s knowledge and experience allows him to bring a unique perspective to the clients and employees of TechServ; paving the way for growth, reliability, accountability and most of all, safety.

Transmission & Dist. Specialist
Carrol W. Pilgrim (C.W.) is a Transmission and Distribution Specialist and an integral member of the consulting team for TechServ. C. W. uses his expertise to support operations, maintenance, and construction of electric transmission and distribution systems. His immense management experience provides the knowledge to support organizational development, reviews and mergers, job scope definition, and management line functions and strategy. He supplies safety audits and accident investigations, without prejudice, in order to identify causes and develop lessons for future accident prevention. Mr. Pilgrim's project knowledge provides the basis for support in material coordination, project procedures, schedules, resource allocation, and management for construction and operating transmission systems. He is skilled at setting maintenance priorities, criteria, and procedures for transmission, substations, switchyards, and distribution systems. Mr. Pilgrim's stellar experience in managing the operations, maintenance and construction work of transmission, and distribution systems enables him to expertly advise TechServ clients.
C. W. holds a Bachelor of Science in Mathematics from Tarlton State University.x
Business Office Manager
Kim Rhodes joined TechServ in 1999 and has been privileged to serve as the Business Office Manager during the last 18 years. She has been instrumental in overseeing and managing a multitude of processes and functions such as payroll, human resources, insurance benefits, financial audits, accounts billable and payable, and 401K enrollment. She also oversees the onboarding of all new employees to ensure compliance with all federal, state and contract requirements, as well as introduce them to the TechServ culture and values.
Mrs. Rhodes holds an Associate Degree in Business from Tyler Junior College.x
Manager of Technical Services
Andrea manages the development and operations of the Engineering, GIS and custom data and asset management services provided by TechServ. Andrea has created, led, and managed program teams that provide engineering, asset management, and process-flow management services and support for distribution, transmission, and substation projects across the United States and its territories. He is responsible for providing TechServ consulting services. Andrea's inquisitive mindset lends itself to clearly understanding our client’s needs and effectively delivering custom tailored solutions to fit their project’s requirements. He is a graduated of the University of Texas at Tyler with a Bachelor of Science in Civil Engineering. He joined TechServ in 2013. As Engineering Operation Manager, Andrea works closely with a variety of clients to ensure the successful achievement of their goals.x
Manager of Joint Use Services
Joshua ward is a project manager for TechServ and has managed many distribution projects for electric utility municipals, investor-owned utilities, and electric cooperatives. These include system joint-use audits for communication companies contacts to utility poles, joint-use pole license agreement negotiations between telecommunication companies and the client utility, national joint utility notification system input on behalf of TechServ clients, full comprehensive joint-use administration, full utility system inventories, electrical system integrity assessment, and GIS/map digitization. Joshua has been a dedicated TechServ employee since 2013.
Joshua holds an Associate Degree in General Studies from Tyler Junior College. Joshua is also a lead for TechServ storm damage assessment services and holds a drone pilot license.x
James C. Manlove, the Manager of Engineering Services in the South Texas TechServ office in Corpus Christi, Texas. James is an integral member of the management and consulting team specializing in joint use, distribution, and telecom operations; as well as storm damage assessment and services. James joined the TechServ team in April of 2010. James has 16 years experience ranging from electrical lineman to utility design to supervisor. Mr. Manlove has 10 years in industrial automation from fabrication to design. James is proficient in storm damage assessment coordination having managed crews in multiple storms, from hurricanes to ice storms. Due to his many hats in this industry James is confident in meeting his clients needs and making sure their goals are met and exceeded. James’ expectations for his field personnel, design personnel, and inspectors are to not only meet, but to exceed the industry standard of performance for TechServ.x
Will Worthy is the TechServ Regional Manager responsible for transmission construction oversight personnel in parts of Texas, Oklahoma, Arkansas and Louisiana.
Will joined TechServ in July of 2017 and brings 30+ years in Electric Utility Construction and Management to assist in coordinating the hiring, placement, and oversee development of 70+ Transmission Construction Representatives (TCRs) covering over 350,000 square miles in all or part of 4 states. Will’s goal in his position at TechServ is to make sure all TCRs are highly experienced, skilled and trained to deliver the best product which exceeds our client’s expectations.
Will has spent the majority of his career with electric cooperatives in Texas starting as a groundman and working up to Operations Manager then Chief Operations Officer for an electric cooperative in the Midwest. He also co-led a team of 200 damage assessors who evaluated the damage to CenterPoint’s system in the city of Houston after Hurricane Ike. Will is OSHA 30 certified and also a past recipient of the Texas Electric Cooperatives Life Saving Award.x
Jim MacMullen is the Regional TCR Coordinator for American Electric Power’s Eastern U.S. Transmission service area. Jim joined TechServ in August of 2011 and utilizes 20 years in Project and Construction Management to assist in coordinating the hiring, placement, and oversee development of 35+ TCR’s covering 120,000 square miles in 6 states. One of Jim’s professional goals is to ensure that TechServ’s field personnel are setting the industry standard for performance in Transmission Construction Management, and that our customers are receiving the best in both service and support.
Jim is a U.S. Air Force Veteran who served during the Persian Gulf War, Operation Desert Storm. Upon return, Jim attended Franklin University in Columbus Ohio, studying Construction Management, Business, and Real Estate Law while working in the Construction Industry. He is a member of the Ohio Chapter of the Project Management Institute (PMI) and holds a PMP certificate, is OSHA 30 hour certified, and is CPR and First Aid Certified as well.x
